Oleksandr STARODUBTSEV is a co-founder of the Prozorro, public procurement reform system. He held the position of the head of the public procurement regulation department in the Ministry of Economic Development and Trade of Ukraine (in 2015). Now Mr. Starodubtsev is assisting the Cabinet of Ministers of Ukraine in civil service reform. Mr. Starodubtsev is a graduate of the Kharkiv National Polytechnic University, and holds an MBA degree at the Kyiv-Mohyla Business School. In 2017, he was also accepted for the first cohort of Ukrainian Emerging Leaders Program in Stanford University.
