Steven PIFER is a nonresident senior fellow with the Brookings Institution, where his work focuses on nuclear arms control, Ukraine, and Russia. He is a retired U.S. Foreign Service officer with more than 25 years of experience working with the Department of State. There, he was a Deputy Assistant Secretary who was responsible for Russia and Ukraine, Ambassador to Ukraine, and a Special Assistant to the President and Senior Director at the National Security Council for Russia, Ukraine, and Eurasia.
