Deputy Head of the Presidential Administration of Ukraine
Sergii MARCHENKO is a Deputy Head of the Presidential Administration of Ukraine, to which he was appointed by the President of Ukraine Petro Poroshenko on August 31st, 2018. Prior, he was the Deputy Minister of Finance of Ukraine from May 2016 to July 2018. While there, he prepared and promoted in the Parliament State Budgets of Ukraine for 2017 and 2018. He created a new model for public financing services in tertiary and specialized hospitals and the Academy of Sciences of Ukraine. Additionally, he implemented a new mechanism in a settlement between the Government and the energy subsidies providers, restructured the public finance of scholarships for students, and derived a new formula for education subvention for local budgets. Mr. Marchenko drafted a resolution for a problem of public support and financing of vocational schools and colleges, as well as provided support for further decentralization giving more spending power and responsibility for local budgets through the proposed amendments to the Budget Code. He drafted amendments to the Budget Code on mid-term budgeting and developed and promoted PFM strategy of Ukraine.
