Deputy Minister of Infrastructure of Ukraine for European Integration
Viktor DOVHAN is the Deputy Minister of Infrastructure of Ukraine on European Integration since 2016 and an Associate Professor at the Institute of International Relations of Kyiv National University since 2014. In 2015, he was an Advisor to the Ministry of Economic Development and Trade of Ukraine and to USAID. Previously, he was the Chief Lawyer of the holding company Vertex (2013-2014) and the Chief IT Officer at Webmany Ukraine (2012-2013). He practiced law at Dovgan & Partners (2009 – 2012), at international law firm Chadbourne & Parke LLP (2007-2009), and at Master and Partners (2006-2007). Prior, he served as an expert in economic and commercial law on the Parliamentary Committee on European Integration of Ukraine and at the Ukrainian-European Policy Advice Center (UEPLAC) (2002-2004). Mr. Dovhan received a Ph.D. in Legal Science from the Institute of International Relations of the Taras Shevchenko National University of Kyiv in 2006, a Masters of Law from the Center for European Integration at University of Bonn in Germany in 2002, and an honors degree in international law from the Ivan Franko National University of Lviv in 2001.
