Congressman James Manuel (Jim) Costa has represented the San Joaquin Valley in the United States House of Representatives since 2005, current serving California’s 21st Congressional District. As a member of the House Foreign Affairs Committee and its Subcommittee on Europe, Costa has helped shape policy on trade, human rights, and foreign aid, with a particular focus on strengthening U.S. alliances and upholding the rules-based international order. He currently serves as Ranking Member of the U.S. Delegation to the Transatlantic Legislators' Dialogue (TLD), which brings together Members of Congress and the European Parliament on shared priorities, and he co-chairs the Congressional Portuguese Caucus, reflecting his own ancestry in the Azores. Costa has traveled extensively to advance U.S. interests and support democratic partners and has been an outspoken advocate for Ukraine's defense against Russian aggression, visiting Kyiv in the months following the 2022 full-scale invasion. As a staunch defender of democratic principles at home and around the world, he was a conference committee member negotiating the Comprehensive Iran Sanctions, Accountability, and Divestment Act of 2010 and has worked with each Congress to pass a resolution recognizing the Armenian Genocide. His broader engagement spans a wide network of caucuses tied to key allies and issues, including the European Union, Canada, Netherlands, France, Germany, Greece and Cyprus, India, Romania, Taiwan, Australia, Ireland, Spain, Wales, and the Tom Lantos Human Rights Commission.
