Congressman Jim Costa has served the Central Valley of California as a Member of Congress since 2005. He is a third generation Portuguese-American farmer, and was raised on a dairy farm in Fresno’s Kearney Park area. As a Member of Congress, Rep. Costa has applied his farming background to fighting for Valley water, agriculture, and the economy. A lifelong resident of the Valley, Rep. Costa serves on the Agriculture Committee, Natural Resources Committee, and Foreign Affairs Committee. He is also a member of the Europe, Energy, Environment, and Climate subcommittee, and since Russia’s illegal invasion has been a vocal supporter of military and humanitarian aid to Ukraine. Rep. Costa currently serves as the Co-Chair of the Transatlantic Legislators’ Dialogue alongside his European counterpart MEP Radek Sikorski. The Transatlantic Legislators’ Dialogue is the official interparliamentary working group between Congress and the European Parliament, and as Co-Chair Rep. Costa works to foster cooperation and coordination between both legislatures. Congressman Costa also serves on the NATO Parliamentary Assembly, the Ukraine Caucus, and the Belarus Caucus. In addition to his committee assignments, Costa is a member of the fiscally conservative Blue Dog Coalition and has worked with his colleagues to responsibly lower our deficit and put our nation back on the path toward fiscal sustainability. A product of Fresno County schools, Costa is a graduate of San Joaquin Memorial High School and has a bachelor’s degree in Political Science from California State University, Fresno. Before being elected to the U.S. House of Representatives, Costa served for 24 years in the California State Legislature.
