Head , European Union Advisory Mission
Kęstutis LANČINSKAS is the Head of European Union Advisory Mission Ukraine (EUAM). Prior to his appointment on February 1st, 2016 to EUAM, Mr. Lančinskas was the Chief of Vilnius County Police. From 2005 to 2009, he served as the Deputy Police Commissioner General. From 1998 to 2005, he served as the Head of International Cooperation and European Integration Service (Police Department under the Ministry of Internal Affairs). Prior to that, he was the First Secretary in the Embassy of Lithuania in Latvia and later at the Lithuanian Embassy in Israel. He started his career working as the Investigator of the Crime Investigation Board of the Vilnius County Police, Inspector of the Organized Crime Investigation Service. In 1992, Mr. Lančinskas received a Master’s degree in Criminal Law from the Faculty of Law, Vilnius University. He was born in Vilnius, Lithuania on November 24th, 1967. He speaks Lithuanian, Russian, and English.
