Deputy Minister of Foreign Affairs of Ukraine
Sergiy KYSLYTSYA is the Deputy Minister of Foreign Affairs of Ukraine (MFA), the Chairperson of the National Commission of Ukraine for UNESCO, and has been serving as a Member of the Delegation of Ukraine to 62nd -72nd sessions of the United Nations Generally Assembly. In 2017, he was the Head of the Delegation of Ukraine to the 39th session of UNESCO General Conference. From 2015 to 2017, he was a representative of Ukraine to the UNESCO Executive Board, Head of the Delegation of Ukraine to the OSCE Human Dimension Implementation Meeting in Warsaw and the Chair of the Gender Equality Commission of the Council of Europe. From 2014 to 2015, he was Co-Chair of the Working group on the elaboration of the draft National Strategy on Human Rights and a Deputy Head of the Interagency Commission on Military-Technical Cooperation and Export Control of Ukraine. While serving as the Director-General for International Organizations in 2006 - 2014, Mr. Kyslytsya was a Vice-Chair of the Gender Equality Commission of the Council of Europe (2012-2014) and prior, a Member of the Steering Committee for the Equality between Women and Men (CDEG) of the Council of Europe (2006-2011). In 2006, Mr. Kyslytsya was a Deputy Director-General of the Second Territorial Department (The Americas and West Europe) in MFA. From 2001 to 2005, he served at the Embassy of Ukraine in the United States of America, first as Political Counselor and later Minister-Counselor, DCM. Prior to representing Ukrainian government in the U.S., he was Senior Adviser and prior Chief of Staff to the Minister for Foreign Affairs. He was Special Assistant to the Ambassador at the Embassy of Ukraine to Belgium, The Netherlands and Luxembourg and Mission of Ukraine to NATO. In 1993, he was the Attaché, Third Secretary of the CSCE and European Regional Cooperation Department of MFA. He graduated cum laude with a master's degree in International Law. He speaks Ukrainian, English, Russian, Spanish, and French. Mr. Kyslytsya resides in Kyiv and has a son.
