Head of Office , National Investment Council
Yulia KOVALIV is the Head of the Office of the National Investment Council (NIC). Ms. Kovaliv has almost ten years of experience working in executive positions in the energy sector and public administration. Before the establishment of the NIC, she served as the First Deputy Minister of Economic Development and Trade, where she was responsible for reforming state enterprises and investment policy. She was also a member of the State Regulator of the National Commission, a public organization that regulates energy sector and utilities. In addition, she was a Chairman of the Supervisory Board at Naftogaz Ukraine in 2016-2017. Prior to joining the public sector, Ms. Kovaliv worked for Ernst & Young and later moved to Financial Consulting Company LLC. Thereafter, she held the position of Financial Director of Gazex Ukraine LLC. She began her career as a Coordinator at the Center for Economic Reforms in 2011-2013. Ms. Kovaliv obtained an MA in Social Development Management from the National Academy of Public Administration under the President of Ukraine in 2011 and an economics degree from the National University of Kyiv-Mohyla Academy. Ms. Kovaliv also attended training programs at the John F. Kennedy School of Government at Harvard University.
