Ertuğrul APAKAN is the Chief Monitor of the OSCE Special Monitoring Mission to Ukraine, to which he was appointed in 2014. He serves as the Co-ordinator of the Security Working Group that observes the implementation of Minsk Agreement in East Ukraine. Between 2009 and 2012, Ambassador Apakan served as Permanent Representative of Turkey to the United Nations, and represented Turkey at the Security Council in 2009 - 2010. Previously, he served as the Undersecretary of the Turkish Ministry of Foreign Affairs from 2006 to 2009.
