Refat Chubarov

Refat Chubarov is a Crimean Tatar. He was born in 1957 in Samarkand, Uzbekistan, in a Crimean Tatar family, which was deported there together with all Crimean Tatars. In 1983 he graduated from the Moscow State Historic Archives Institute. After his graduation Mr. Chubarov worked at the Central State Archives of the October Revolution and the Socialist Construction in Riga, Latvia. In 1984-1988 he discharged the function of Director of the State Archive of the Latvian SSR. In 1989-1991 Mr. Chubarov was a regional representative at the Riga city council (Popular Front of Latvia faction). In 1990, he became a member of the State Commission of the Council of Ministers of the USSR on the problems of the Crimean Tatar people. From July 1991 until October 2013 Mr. Chubarov served as the First Deputy Chairman of the Mejlis of the Crimean Tatar people. Since October 2013 he has chaired the Mejlis of the Crimean Tatar people. In addition, in 1994-1998 and in 2010-2014 Mr. Chubarov served as Member of the Verkhovna Rada of the Autonomous Republic of Crimea where he was the Deputy Chairman in 1995-1998. Currently Mr. Chubarov is the President of the World Congress of Crimean Tatars; he was elected to this post in 2009 and subsequently re-elected in 2015. In 1998-2002, 2002-2006 and 2006-2007 and since 2014 until now Mr. Chubarov has been a Member of the Verkhovna Rada of Ukraine.
