Clear rules of the game should be established in government procurement – Mykola Azarov
Bidding-related frauds may not be overcome through punitive sanctions only, we have to also develop transparent ‘rules of the game’, stated the head of the Cabinet of Ministers of Ukraine, Mykola Azarov, at the 10th Annual Meeting of YES “Changing Ukraine in a Changing World: Factors of Success” on Saturday in Yalta, Crimea. “We will not resolve this problem using punitive methods alone. We will achieve success by creating appropriate ‘rules of the game’ – clear, transparent and useable for the public and industry”, said the Prime Minister in answering forum participants’ questions.
Azarov also declared that governmental bodies are obliged to respond to applications. “They should not simply state that someone at thetop has already approved something. I would like to say to those willing to participate in biddings – nobody is empowered to approve anything alone. As for those who do, sooner or later they will be grabbed by the back of the neck and brought to account”, declared the head of the Cabinet.
